He was born on 02.06.1975 in Aksaray. He completed his primary, secondary and high school education in Aksaray. He completed his university education at Uludağ University, Department of Public Administration, and Yüksel graduated from Selcuk University, Institute of Social Sciences, Department of Management and Organization.

He started his business life in the banking sector and after gaining experience in the banking sector for 4 years, he started to work in Aksaray Chamber of Commerce and Industry in 2006. YILMAZ, who has been appointed as the Secretary General since 2014, is married and has two children.
